Выполнять письменную контрольную работу следует в отдельной тетради. На обложке тетради напишите вариант, свою фамилию, номер группы, факультет, курс, номер вашего студенческого билета.

Выбор варианта осуществляется по последней цифре номера вашего студенческого билета.

Если номер вашего билета оканчивается на 0, 1, 2, 3, вы выполняете задания, предложенные в первом варианте.

Второй вариант выполняется студентами, номер студенческого билета которых оканчивается на 4, 5, 6.

И если последняя цифра номера билета 7, 8 или 9, ваш вариант – третий.

The State Power System in the Russian Federation

Russia is a democratic federal state based on rule of law and a republican form of government. State power in Russia is exercised by the President, the Federal Assembly, the Government and the courts.

One of the basic principles of constitutional government is the division of powers. In accordance with this principle, power must not be concentrated in the hands of one person or one institution, but must be divided among the legislative, executive and judicial branches of power. The division of powers requires that there be a clear delineation of responsibilities and a system of checks and balances so that each branch of power can offset the others.

The President is at the summit of the system of state power. The president of Russia is the chief executive, head of state, and most powerful official. The president is elected by the people to serve a four-year term.

The president, with the approval of the lower house of parliament, appoints a prime minister to serve as head of government. The prime minister is the top-ranking official of a Council of Ministers (cabinet). The council carries out the operations of the government.

STATE AND MUNICIPAL MANAGEMENT: MOTIVES OF STUDENT PROFESSION CHOICE

Choosing a career is an important process in the life of every person, because satisfaction of people in their lives depends on the correct choice of the profession. Among the key questions in discussing the problem of profession choice are the following: why a person chooses a particular profession, what is he guided by, what is main and decisive for him.

The answers can be given based on the analysis of motivation work. The study of the well-known motivational theories gives an opportunity to reveal the motivational “core” of career aspirations as a set of motives that make people act and behave in certain ways to achieve career goals. With the aim to study the motives of profession choice among students an empirical research was conducted. It took place on the sample of 4-year students faculty, spe­cialty “State and municipal management”. The general quantity of respondents was 50 students.

The Data analysis indicates that important goals for career advancement for students of the specialty “State and munici­pal management” are the following: the motive of self-realization (18.3%), focus on financial security (16.6%), stable job, confidence in the future (15%). Significant motives of the career choice for students also include work in a good team, self-esteem (11.6%), high social significance of work (10%). Among the reasons less important for students are maximum autonomy at work (3.3%), respect of colleagues (3.3%), power and influence on others (3.3%). These projec­tive techniques aimed at studying the attitude to a career and focus on a particular model of the career building. It sug­gests that students, specializing in state and municipal management, are characterized by a desire to occupy a high posi­tion in the organization (67.2%), less they are orientated to work in a team; they have low levels on the scale of hard work and diligence (16.8%). Propensity for individual work, manifestation of independence, desire for creative work characterizes 8.4% of the students.

Administration. State and Municipal Governments in the USA

A The governments of the 50 states have structures closely paralleling those of the federal government. Each state has a governor, a legislature and a judiciary. Each state has its own constitution.

B All state legislatures but one have two houses, Nebraska's being unicameral. Traditionally, state legislatures have been dominated by rural representatives who may not always be sympathetic to the needs of growing urban areas. Most state judges are elected.

C State governments have functions, encompassing agriculture and conservation, highway and motor vehicle supervision, public safety and corrections, licensing, business and industry, and certain aspects of education, public health and welfare. These activities require a large administrative organisation, headed by the governor.

D In most states there is also a lieutenant governor, not always of the same party as the governor, who serves as the presiding officer of the Senate. Other elected officials commonly include a secretary of state, state treasurer, state auditor and attorney general.

E Municipal governments are more diverse in structure than state governments. There are three basic types: mayor-council governments, commission governments and council-manager governments. In the first type, the mayor and the council are elected; although the council is nominally responsible for formulating city ordinances, which the mayor enforces, the mayor often controls the actions of the council. In the commission type, voters elect a number of commissioners, each of whom serves as head of a city department; the presiding commissioner is generally the mayor. In the council-manager type, an elected council hires a city manager to administer the city departments. The mayor, elected by the council, simply chairs it and officiates at important functions.

The national educational system is the main source of recruitment for the civil service. Thus, the quantity, quality and specialties of graduates become important for civil service and personnel administration.

A serious problem which has become an issue nowadays especially in developing countries is the emergence of a dual educational system. Some institutions catering to general education lack the proper facilities and competent teaching staffs in adequate numbers. The other stream comprises local elite institutions or education abroad. Many fields of study continue to be dominated by foreign textbooks and methodologies. The result of the dual system is that graduates of local elite institutions or educational facilities abroad have an edge in competitive examinations over the graduates from indigenous institutions. Thus, the civil service comes to be dominated by graduates of certain institutions, regions and social groups. This runs counter to the declared government policies to make the civil service a representative institution.

Civil Service in Great Britain

The Civil Service carries out the practical and administrative work of government. Civil servants are politically impartial employees, who carry out the policies of the government departments under the control of elected ministers.

In general use, the term “civil servant” in the United Kingdom does not include all public sector employees; although there in no legal definition, the term is usually defined as “a servant of the Crown working in a civil capacity who is not the holder of a political (or judicial) office”. As such, the Civil Service does not include government ministers (who are politically appointed), members of the British Armed Forces, police officers, local government officials, members of a National Health Service, or staff of the Royal Household.

There are two other separate Civil Services in the United Kingdom, one for Northern Ireland and another for foreign affairs known as Her Majesty’s Diplomatic Service. The Civil Service has no separate responsibility.

A change of minister does not involve a change in staff. About half of all civil servants provide services direct to the public. These include paying benefits and pensions, running employment services, staffing prisons, issuing driving licences, and providing services to industry and agriculture. Around one in five are employed in the Ministry of Defence and its agencies. The rest are divided between central administrative duties, support services, and services that are largely self-supporting.

In June 2006 a current Civil Service Code was introduced which outlines the core values and standards expected of civil servants. The core values are defined as integrity, honesty, objectivity, and impartiality. The Civil Service Commissioners’ Recruitment Code is based on the principle of selection on merit on the basis of fair and open competition.

As Minister for the Civil Service, the Prime Minister is responsible for central coordination and management of the Civil Service. He is supported by the Head of the Home Civil Service, who chairs the Civil Service Management Board.

Continuing education in the public service

Government is deeply involved with the further education and training of the employees. This involvement may range from relatively simple, in-house training sessions – even on-the-job training – to the financing of undergraduate or graduate education.

Many universities, in cooperation with government agencies, have developed special programs for public employees, and the courses typically lasting for a week, may be conducted either at a university campus or at an agency site.

The Federal Executive Institute in Charlottesville, Virginia, established in 1968, operated by the Civil Service Commission, provides managerial training for high-level federal executives. The commission also has regional training centers located throughout the country.

Public personnel are also often given leaves for a semester or a year by their agency to pursue a degree at the doctoral level (the Doctor of Public Administration) or to fulfill a master’s program.

A Australia is a constitutional monarchy with a federal division of powers. It uses a parliamentary system of government with Queen Elizabeth II at its apex as the Queen of Australia, a role that is distinct from her position as monarch of the other Commonwealth realms. The Queen resides in the United Kingdom, and she is represented by her viceroys in Australia (the Governor-General at the federal level and by the Governors at the state level), who by convention act on the advice of her ministers.

Civil service is the body of government officials who are employed in civil occupations that are neither political nor judicial. In most countries the term refers to employees selected and promoted on the basis of a merit and a system which may include examinations.

In earlier times, when civil servants were part of the king’s household, they were literally the monarch’s personal servants. As the powers of monarchs and princes declined, appointment became a matter of personal choice by ministers and heads of departments.

In Europe in the 19th century, appointment and promotion frequently depended on personal or political favour, but tenure was common in the lower and middle ranks once appointment had been made.

Almost all countries have some system of service classification. While the system may be simple or elaborate, it is essential for organizing the civil service and establishing a salary plan.

Classification systems broadly follow two models. One may be described as a position classification system, where the starting point is the position required and its duties, responsibilities and qualifications. All comparable positions are graded at the same level with the emphasis on equal pay for equal work. This system does not have a career structure for automatic upward mobility, although people move to higher responsibility and higher-paying positions if they meet the qualification requirements of the new assignments.

The second model is known as a rank system, where the emphasis is on a career structure and personal status. The cadre comprises a series of posts that have certain functional features in common (for example, civil administration, agriculture service, tax administration, customs, foreign affairs, and police). The cadre is divided into several grades, with each grade assigned a salary. Promotion to the next higher grade may depend on seniority alone or on the seniority-cum-merit principle.

Among developing countries at present, the rank system is more prevalent than the position classification system. But the two systems are not mutually exclusive.

In most of the world the establishment of highly trained administrative, executive classes has made public administration a distinct profession.

The body of public administrators is usually called the civil service. Traditionally the civil service is contrasted with other bodies serving full time, such as the military, the judiciary, and the police. In most countries a distinction is also made between the home civil service and those persons engaged abroad on diplomatic duties. A civil servant, therefore, is one of a body of persons who are directly employed in the administration of the internal affairs of the state and whose role and status are not political, ministerial, military, or constabulary. Certain characteristics are common to all civil services. Senior civil servants are regarded as the professional advisers to those who formulate state policy. Civil servants in every country are expected to advise, warn, and assist those responsible for state policy and, when this has been decided, to provide the organization for implementing it. The responsibility for policy decisions lies with the political members of the executive (those members who have been elected or appointed to give political direction to government). By custom, civil servants are protected from public blame for their advice.

A Recruitment in many European countries corresponded to the national educational systems: the highest class of civil servants entered service after graduation from a university, the executive class – after full completion of secondary school, the clerical class – after the intermediate school examination.

B As public administration became more complex in the 20th century, specialized categories of civil servants were created to bring into the service doctors, scientists, architects, naval constructors, lawyers, and so on.

C All countries base appointments on some kind of competition. In some countries great emphasis is placed on formal written examinations supplemented by interviews. Such is the situation in France, where entry into the higher civil service is channeled through specialist schools. In Great Britain, the Civil Service Commission relies more on informal tests and a series of interviews and tends to measure the candidate’s intellectual competence by the quality of his university degree. The conventional written examination is dispensed with also in such European countries as Finland, Switzerland, the Netherlands, and Portugal.

D Most federal countries try to ensure an equitable distribution of posts among their constituent elements. In Switzerland the federal authorities try to maintain a balance of posts not only between the cantons but also between the political parties, religions, and languages.

E There are certain standards which are placed upon a civil servant’s conduct. As a general rule, a civil servant is not allowed to engage directly or indirectly in any trade or business and may engage in social or charitable organizations only if these have no connection with official duties.

F There are always strict limits on a civil servant’s right to lend or borrow money, and they are prohibited from accepting gifts. There are also different attitudes about the extent to which civil servants may engage in political activities.
